The Hough Community Land Trust (HCLT) is a resident-centered nonprofit committed to preserving land for community benefit, preventing displacement, and fostering long-term affordability in the Hough neighborhood.

Founded on the belief that long-term community ownership and control are essential to stability, equity, and generational opportunity, HCLT was built through a collaborative, resident-led process. We engage residents, partners, and public sector leaders to ensure that planning is grounded in lived experience and community values.

Today, we continue to grow our membership, expand our land holdings, and deepen our partnerships with residents, local institutions, and government bodies - all in service of a Hough that is stable, equitable, and thriving for generations to come.

Jeremy Taylor is the first President of the Hough Community Land Trust and has played a key role in shaping its vision and direction. He is committed to ensuring that Hough residents guide the future of their neighborhood through community ownership, affordable housing, and long-term stability.

Carolyn Watts Allen is a longtime Hough resident and former Safety Director for the City of Cleveland. She played a key role in founding HCLT and continues to advocate for community ownership and revitalization.

Chi Onyeukwu is a Hough resident and aspiring developer with an active residential construction project in the neighborhood. He leverages his IT background to drive the construction of the land trust's technical systems, bringing a founder's instinct for infrastructure to community-rooted work.

LaJean Ray is a resident of Hough and the Director of the Fatima Family Center, an anchor institution in Hough. She is dedicated to strengthening families, preserving community, and ensuring that Hough remains a thriving neighborhood for generations to come.

Donovan Duncan is the Executive Vice President of Urban Strategies, Inc. and brings more than a decade of experience in housing, community development, and resident services. He is dedicated to advancing revitalization efforts and ensuring that families have access to stable and affordable housing.
